Children's play sand is the cheapest option,and it is safe as long as you at least bake it beforehand.You could also wash and sift it gently as well to get out any fine particles but I'd suggest hand sifting,and you have to be very gentle or you'll create more fine particles by crushing it with your hands if you aren't careful!

You can get a massive amount of sand through different places depending on where you live,and that is always a much more affordable option and you also wouldn't have to pay shipping which makes it more convenient as well.
