I would imagine the cage probably is the problem then, if you can put him in something on one level so he has plenty of floor space, lots of deep substrate to dig in & try scatter feeding to keep him busy rather than just using a bowl you might find he does better.
Hams can chew through plastic bases but I would think it pretty unlikely if he has plenty of other things to keep him occupied.
If he continues as he is he'll damage his teeth so it may well worth taking that risk, keeping an eye on him of course!
Is his wheel big enough? If not or if it doesn't spin well that might be another reason for his frustration, just a thought.
