Yes. Fleece (especially pill free) and cotton are safe materials. Just watch him at first and make sure he's not sitting there eating large amounts (a little taste is okay but not too much). I use fleece for my rabbit so I have pieces that they chew off and I use those for my hamsters and I've never had a problem.
