Seems to me it is a turtle and not a tortoise. I know they can carry salmonella. They need good filteration of their water/swimming pool as it can get really smelly.
There are turtle pellets you can buy, but most eat meat.
If you have a female of breeding age it is important that they can have somewhere to lay eggs (moist sand/soil) because they can retain their eggs which can make them I'll.
