Pet stores. Though I've noticed that each shipment seems to have a particular "trend" in characteristics. I think that whoever they get their fish from is actually breeding for type but so many babies result from every successful mating that they sell off their less desirable fish to pet stores and maybe sell the best ones for big money on sites like AquaBid. Sometimes the babies are young enough that they haven't shown their true colours and I've scored some very unusual ones. That DT is a case in point because the pet store I got it from never carries them. Only VT, HM and CT!
