It sounds like it's probably a tumor, however the sleeping could be normal given his age. I agree with the vets standpoint of operating being risky, the anesthesia is what's tricky about the whole surgery, period. But in this case, coupled with Gingers age the risks far outweigh the benefits.
I suggest that you really can't take a proactive approach now, but you can keep an eye on it. If it doesn't appear to be getting larger and it's not greatly affecting his quality of life, I would suggest just trying to make him as comfortable as possible. Who knows it could be something that may doesn't hinder him too bad with a few adaptations.
