You're completely right - the proportion of people who will A) identify the 'supposedly safe' bedding as the cause of injury/death and then B) actually report the injury/death and complain to the manufacturer is going to be relatively small compared to the number of animals that are probably actually affected by it. They obviously just don't care, which is quite sad really.
