I have always found that they never actually eat the paper, they just nibble it off to get inside. Its only like putting tissue paper bedding in their cages, or toilet roll tubes. I often see the left over nibble sized pieces of paper on the cage floor. Having said that, only put in what you are 100% comfortable with for your hamster.
